Carnival Cruise Line has implemented a new onboard safety policy designed to enhance the guest experience and reduce potential risks during high-energy events. As part of its commitment to passenger well-being, the cruise line has updated its list of restricted items with a new rule concerning the use of handheld fans.
Carnival’s updated “Have Fun. Be Safe” guideline now prohibits the use of specific non-electric handheld fans—commonly referred to as “clack fans”—in nightclubs and indoor dance venues. These fans, known for their dramatic sound and motion, are no longer allowed in areas where crowds gather for dancing and live entertainment.

According to the updated safety letter distributed to staterooms, the restriction targets traditional folding fans made from cardboard, paper, or plastic that open with a loud snapping motion. The policy cites safety as the primary reason for this change, particularly in tightly packed venues where waving objects could pose a risk of injury or interfere with visibility and movement.
Guests are still permitted to bring and use handheld fans in other parts of the ship, including outdoor decks, lounges, and private cabins. The rule applies only to designated entertainment spaces where people are likely to be dancing in close proximity.
In conjunction with this policy, beverages are also prohibited on all dance floors across the fleet. This rule aims to reduce the risk of slips and falls caused by spills in high-traffic activity zones.
The rule specifically targets traditional, non-powered folding fans. Portable, battery-operated or electric personal fans—commonly used for cooling off in warm weather—are still allowed onboard and may be used in cabins and public areas, excluding dance floors.
There have been no changes to in-cabin fan usage policies. Guests can continue to bring electric fans for personal comfort without concern, as long as they are used responsibly and not during dance activities in indoor venues.
This policy change reflects Carnival’s broader strategy to keep its onboard environment fun, inclusive, and safe. With the rising popularity of dance trends and themed party events on cruise ships, the use of props such as clack fans has become more common. However, these items can pose physical risks when used in crowded, energetic spaces.
The restriction helps prevent accidental contact, distractions, or disturbances during onboard entertainment. It also ensures that shared spaces remain safe and accessible for all guests, particularly in venues where people are moving quickly and interacting closely.
Carnival Cruise Line regularly reviews and updates its policies to align with guest behaviors, onboard trends, and safety standards. This new fan policy is a small but proactive step in maintaining a comfortable and secure cruise experience.
The clack fan ban follows previous updates to Carnival’s list of restricted items that have also included symbols or objects considered disruptive or inappropriate. These rules are in place not to limit guest enjoyment, but to uphold a respectful and family-friendly onboard atmosphere.
By consistently monitoring guest activity and responding to changes in cruise culture, the cruise line aims to strike a balance between freedom of expression and onboard safety.
Travelers preparing for their next voyage with Carnival can still pack their favorite personal fans. As long as they are battery-powered and used appropriately outside of dance floors, there will be no issues. The main takeaway: avoid using traditional folding clack fans in indoor entertainment areas to ensure a smooth and safe experience for everyone.
For guests concerned about staying cool, portable electric fans are a safe and acceptable option. Just remember to keep the fan usage within designated areas and follow the latest onboard guidelines for the best cruise experience.
Guests are encouraged to review the updated “Have Fun. Be Safe” guidelines prior to their cruise. Carnival’s goal is to ensure a fun, memorable, and worry-free vacation by staying ahead of potential safety concerns and keeping the onboard atmosphere enjoyable for all
